- The ten core county region of metropolitan Atlanta including Cherokee, Clayton, Cobb, DeKalb, Douglas, Fayette, Fulton, Gwinnett, Henry and Rockdale counties, as well as the City of Atlanta.

- Planning currently is done on a regional basis by the Atlanta Regional Commission for air and water quality, transportation, and matters related to “urban sprawl”—all of which influence the health of the community
- Population groups cross geographic boundaries and many organizations already exist to address their special needs
- Existing health systems use a regional approach in strategic planning and resource allocation
- Persons frequently live in one community and work in another
- Businesses often have wide geographic distribution of outlets
- Public policy should recognize a regional approach to avoid local discrepancies or overlaps in service
- Data needed to focus projects and measure outcomes needs a regional approach to provide statistically significant information
